Why it matters. This is the system through which every other one in the module connects to the outside world. Reconstruction materials, fuel, grain imports, humanitarian supply and commercial trade all arrive through the same handful of gates, and the customs collected on them is one of the few revenue streams a reconstruction-era state can raise immediately. Each crossing also encodes a bilateral relationship, so the trade map and the diplomatic map are the same map.
A country that sits on its own oil and still cannot keep the lights on — because the fields, the refineries and the authority over them were three different things.

Why it matters. Fuel and power are where the transition is judged. Electricity hours decide whether hospitals, bakeries, water pumping and schools work; fuel decides whether harvests move and whether reconstruction can start. This is also the system in which the northeast bargain is actually settled: whether the state gets the crude and the north-east gets the revenue is a question about this chain, not about a signature. And because the same system carries both the civilian economy and the state's own sustainment, pressure on it is felt everywhere at once.
Bread is the oldest political commitment in Syria, and the wheat that makes it grows in the one region the state spent a decade not controlling.

Why it matters. Bread subsidy is where Syrian governments have historically been most exposed, and every authority in the country has treated it that way. The system therefore connects three files that are usually discussed separately: the north-east bargain, because the grain is there; relations with Türkiye, because the water is upstream; and returns, because a rural population cannot go home to land it cannot irrigate. It is also the clearest case in the module of a strategic dependency that is agricultural rather than military.
