The north-east's energy chain was hit for a fourth time. On 15 October an explosion struck the Jbessa gas pipeline in southern al-Hasakah. The state oil company called it sabotage, named no one and published no repair timeline. That morning the Baniyas–Homs products line was punctured west of Homs, which state media were reported to call an attempted fuel theft. The finding is the pattern and the repair record, not who is responsible. Syria's intelligence service announced the arrest of Ali Kayali, wanted for the 2013 Baniyas killings, and Lebanon opened an inquiry into how he left its territory. Russia gave its first public timetable for the Khmeimim and Tartus agreements: signature hoped for by the end of the year, with terms still unpublished. Israel's prime minister said he had phoned al-Sharaa during the 2025 Sweida violence, which Damascus neither confirmed nor denied. In the south, Israeli ground incursions continued and no strike was found.
