Summary

The United States lifted sanctions on Syria in stages: executive relief from May 2025, repeal of the Caesar Act in December 2025 attached to 180-day certifications running for four years, and rescission of the state-sponsor-of-terrorism designation in August 2026. The architecture has therefore been dismantled without being closed. Relief is conditioned on certified conduct, the certification criteria reference matters including Kurdish rights, and a failed certification is a live mechanism rather than a theoretical one. This is now the principal instrument of American influence in Syria, the military presence having ended in April 2026 — which means the relationship is exercised through a calendar rather than through a deployment.

Why it matters

It is what replaced the American military position. Every six months the transitional government's conduct is measured against criteria it did not set, by a government that has no forces in the country, with the country's access to the international financial system as the stake. That is a more durable form of leverage than the presence it succeeded, and it prices the transition's conduct directly.

• The certification cycle can be read as a conditionality instrument designed to hold a transition to stated commitments, or as a reserve of leverage retained for reasons unrelated to Syrian conduct. Its use has been limited enough that neither reading has been tested.
