What happened

President Trump announces the lifting of US sanctions on Syria and meets al-Sharaa in Riyadh; executive action follows in June, with European relief moving in parallel. The state-sponsor-of-terrorism designation and the Caesar Act remain for Congress — the latter repealed in December.

The relief decision converted the transition's diplomatic recognition into economic possibility, and set the relief-for-conduct linkage — certifications on minorities, counter-ISIS and regional behaviour — that still disciplines the file.
