Summary

Türkiye and Syria signed a joint training and advisory memorandum of understanding in Ankara on 13 August 2025. As described in Turkish official material and subsequent reporting it covers training and planning for the reconstituted Syrian army, the provision of weapon systems and logistical materiel, and Turkish technical assistance to Syrian military structures and organisation. Implementation has run through 2026, with Syrian units training at Turkish facilities and Syrian officer candidates enrolled at Turkish war colleges. It converts what Türkiye accumulated across a decade of intervention — three ground operations, a border position and the patronage of the factions that helped end the Assad era — into first-partner status with the government that replaced it.

Why it matters

It is the clearest measure of how far the transition has reorganised the region's alignments: the state whose forces entered Syria three times is now training the army of the government in Damascus. It also sets the terms on which Türkiye's core demand — no autonomous YPG-led force — is pursued institutionally rather than by operation.
