What happened
At the Atlantic Council in New York on 22 September 2026, President al-Sharaa said Damascus was moving to give the Turkish posts in north-western Syria legal status, that any foreign military presence must be endorsed by the People's Assembly, and that Russia's presence had been reduced from about 170 sites to two, now training bases that do no logistical work for operations launched against other countries; he said Syria would very soon not need a foreign military presence and gave no date. On the security negotiation with Israel he said the talks had reached almost 90 per cent of an agreement before Israel withdrew, for reasons he did not state, and added conditions — five days after he had called them progressing. At the General Assembly on 23 September he urged commitment to the 1974 disengagement agreement and put Israeli operations since December 2024 at 500 air strikes, more than 1,200 incursions and 300 detentions. No Turkish statement responding to the legal-status remark was found; the sealift series records Russian delivery runs to Tartus on 11 May and 7 September; and no Israeli account of the talks' status was given.
Each statement is a position laid beside a practice. The Turkish remark is the first stated route to a basing instrument and names the institution that would make one, which the Turkish-basing question had refused to infer for a year; it does not meet the observable, because no text exists, Ankara has not acknowledged it, and the posts named are not the airfields Israel struck. The Russian description speaks to the facilities' outward use and not to their own resupply, which the 7 September run documents, so it neither contradicts nor explains the record. The talks account reverses the president's own characterisation of five days earlier without any structural change — no text signed, none published as abandoned, and Israel silent. The cumulative figures are Syria's claim over a span and a definition different from the module's strike series, which counts three air or drone strikes in 2026, and are not reconciled here.
