Israel's Basic Law declares Jerusalem its capital; Resolution 478 rejects it

30 Jul 1980

What happened

The Knesset passes Basic Law: Jerusalem, Capital of Israel, declaring "Jerusalem, complete and united" the capital. On 20 August 1980 the Security Council, in Resolution 478 (14–0, with the United States abstaining), declares the law null and void and calls on states to withdraw diplomatic missions from the city.

It fixed the two positions the module attributes and never decides: Israel's law treats the city as its undivided capital, while the UN position treats East Jerusalem as occupied territory. The residency, planning and access mechanisms the module records in East Jerusalem operate inside that unresolved status.
