以色列國會通過《基本法：耶路撒冷——以色列首都》，宣布「完整且統一的耶路撒冷」為首都。1980年8月20日，安理會在第478號決議中（14票對0票，美國棄權）宣布該法無效，並呼籲各國將外交使團撤出該城。
It fixed the two positions the module attributes and never decides: Israel's law treats the city as its undivided capital, while the UN position treats East Jerusalem as occupied territory.
