Why it matters
A Taiwan crisis reaches Japanese territory at Yonaguni before it reaches anywhere else outside the strait, and whether Japan's role in it is a declaration, a deployment or an arrangement decides what the alliance's deterrent is made of. The observables are chosen to separate the three: a unit stationed on a dated timetable is a deployment; a joint command arrangement or a published instrument is an institution; a remark is neither. The PRC's measures against Japan matter for the same reason from the other side — a tariff, a transit or an exercise aimed at Tokyo is Beijing's reading of which of the three it faces.
