Is coast guard activity becoming sustained enforcement rather than signalling?

Movement, no observable met. Taiwan's coast guard reported twelve coast guard and research ships in four areas on 18 October and an entry at Pratas by 3102 with AIS off on 20 October, its twelfth expulsion there in 2026; on 22 October five Chinese coast guard ships shadowed eight Japan Coast Guard ships sheltering from a typhoon in the strait, which Taipei called an assertion of jurisdiction. On 21 October the Taiwan Affairs Office called the Pratas patrols lawful law-enforcement inspection patrols, applied to an outlying island as before. No main-port inspection, boarding or closure area; no Kinmen entry reported from 14 to 24 October; eastern-patrol continuity not verified.

    Japanese defence-policy statements and the PRC's economic response to them; Philippine access arrangements and exercise patterns in northern Luzon and the Batanes group. The distinction that matters is between a political signal, a legal obligation and a granted access that remains revocable. Philippine contingency planning is publicly oriented toward evacuating its own nationals from Taiwan rather than toward intervention, and nothing here should be read as a commitment that has not been made.

  • Which economic instruments are being used, and in which direction?
