Why it matters
A reform is a plan until the ministry's own numbers show the force it describes, and Taiwan publishes enough of those numbers for the question to be answered honestly: conscript intakes, training-completion statements, reserve call-up figures, exercise scale. What the module refuses is the synthetic readiness score — the numbers are read one programme at a time, against the plan the ministry set, and never combined.
