Notable history
The Armed Forces Reserve Command is the older of the two bodies that the 2022 reform brought together: when the All-out Defense Mobilization Agency was created on 1 January 2022 by merging the mobilisation policy office with this command, the Reserve Command was not abolished but continued as an affiliated organisation beneath the new agency. That distinction is the substance of the reform rather than a filing detail — policy and force generation were put under one roof while the troop command that actually runs call-ups kept its own identity and chain. The 2026 change to a uniform fourteen-day education mobilisation call-up, replacing the earlier five-to- seven-day programme, is administered here.
Strengths
A standing command with the registration records and county-level relationships that a mobilisation depends on, and a single administrative owner for a training standard that was previously inconsistent.
Limitations
A command can standardise a call-up and cannot produce a capable reserve; the ministry's own reported figures — such as the rate at which reservists are matched to their original posts — are administrative outcomes, not demonstrations. Reserve call-ups standardised at fourteen days
Taiwan's defence ministry confirms in June 2026 that all education mobilisation call-ups are standardised at fourteen days, replacing the previous five-to-seven-day programme and removing the double-credit arrangement that had softened the fourteen-day format since it was piloted in 2022. The ministry reports a 93 per cent match rate for the policy of returning reservists to their original posts, allowing training in fixed groups, and states an intention to expand realistic training and to revise regulations covering female reservists. Reserve mobilisation is administered by the All-Out Defense Mobilization Agency, formed on 1 January 2022 by merging the mobilisation office with the Armed Forces Reserve Command.
