Notable history
Formed with the theatre commands in 2016 from the air forces of the former Nanjing Military Region. It is the organisation that generates the activity the outside world reads this system through: median-line crossings from August 2022 onward, daily air defence identification zone entries, and the large multi-service exercises the theatre announces by name. Two things are worth keeping apart when reading those numbers. The counts are Taiwanese detections published by Taiwan's defence ministry, not independent measurements; and a sortie is an event, not an intention — the module counts activity and does not infer purpose from volume. The 2026 pattern makes that caution concrete: detected air activity fell substantially through the first half of the year while naval and coast guard presence did not, which is a change in the mix of instruments rather than a reduction in pressure. Strengths
Scale, a rapidly modernised fleet, and the ability to sustain a tempo of activity that imposes disproportionate maintenance and crew-fatigue costs on a much smaller opponent operating from a smaller number of known airfields.
Limitations
Pilot training depth and combat experience are untested; aerial refuelling and airborne early-warning capacity remain the practical limits on sustained activity at distance, particularly east of Taiwan; and high tempo costs the larger force something too, which published counting exercises rarely register. No basing, unit, sortie-generation or disposition information is published in this module.

Justice Mission-2025: the largest exercise since 2022, and the closest
The PLA Eastern Theater Command announced joint exercises codenamed "Justice Mission-2025" on the morning of 29 December 2025, involving Army, Navy, Air Force and Rocket Force units in waters and airspace around Taiwan. It was the eighth major exercise around the island since August 2022 and ran until the Command declared its conclusion late on 31 December, with the heaviest activity on the first two days. Taiwan's defence ministry reported 89 aircraft and 28 naval vessels detected on day one — of which 13 were China Coast Guard rather than navy — and 71 aircraft with a further 15 coast guard vessels on day two; 29 December was the second-largest single-day ADIZ entry on record. Announced closure areas were published partly through Eastern Theater Command navigation warnings and partly through the PRC Maritime Safety Administration, with one further area announced by radio only. Accounts differ on the total: Taiwan's defence ministry identified seven designated zones, while one compilation counts eight.

The median line ceases to function as a restraint
Following the August 2022 exercises, crossings of the Taiwan Strait median line by PLA aircraft become routine rather than exceptional, and Beijing publicly rejects the line's existence as a recognised limit. Taiwan's defence ministry continues to report crossings daily.
