What happened
The government formed in early 2025 under President Joseph Aoun and Prime Minister Nawaf Salam tasks the Lebanese army on 5 August 2025 with a plan to confine arms, before the end of the year, solely to the forces listed in the 2024 cessation. On 7 August it approves the objectives of a US paper, among them the gradual ending of the armed presence of all non-state actors, including Hezbollah, across Lebanese territory south and north of the Litani. On 5 September it welcomes and takes note of the army's phased plan and keeps its content secret. Hezbollah rejects the decisions.
For the first time a Lebanese government formally committed the state to disarming Hezbollah, moving the question from a UN text to a cabinet decision executed by the army. The cabinet approved objectives and took note of a plan rather than adopting a public timetable; the army reported its first phase, south of the Litani, complete in January 2026.
