- WHY THIS FORCE IS RECORDED SEPARATELY FROM THE NAVY, since the atlas places it outside the PLA tree deliberately. The two are not alternative instruments of the same kind. A navy asserting a claim asserts it with force, and any answer to it is a military answer; a coast guard asserting the same claim asserts it as law, and a military answer is disproportionate while a law-enforcement answer concedes that there is a jurisdiction to enforce. That difference is the whole coercion threshold in this module: activity that would be an incident if conducted by a warship is a patrol when conducted by a cutter, and the threshold that would trigger an American or Japanese response — or a Taiwanese military one — is not reached. The 2018 transfer to the People's Armed Police is what makes the arrangement so difficult to answer, because it puts a body presenting as civilian inside a military chain of command without changing what its hulls look like or what its activity is called. STRUCTURE, at the level that is publicly established. The service is publicly described as organised into three sea-area bureaus — North, East and South China Sea — with provincial contingents beneath them; the Fujian contingent, under the East China Sea Bureau, is the one PRC state media name for the patrols around Kinmen, Matsu and Wuqiu this module records. Vigil does not publish those contingents as separate atlas records: the bureau structure is documented, but the boundary between a contingent's ordinary maritime policing and its role in the pressure pattern is not, and a record per contingent would imply a clarity that does not exist. Consolidated from several civilian maritime agencies from 2013 and placed under People's Armed Police command in 2018, giving it a hybrid character: a law-enforcement service under military authority, taking direction through the Central Military Commission while presenting as a civilian agency. The 2021 Coast Guard Law authorises it to enforce in "maritime areas under Chinese jurisdiction" — a formula the law does not define, and which avoids the UNCLOS vocabulary of territorial sea and exclusive economic zone that would carry defined rights and obligations. Administrative procedures in force from 15 June 2024 set out boarding, inspection and detention of foreign vessels and personnel within that undefined space, with detention reported at up to 30 days and up to 60 where a case is treated as complicated. Taiwan's foreign ministry objected on 14 June 2024 that the procedures disregard UNCLOS, were announced unilaterally and would affect navigation safety for international commercial and fishing vessels. Vigil describes what these instruments assert; it does not adjudicate whether the assertion is valid. Its use around Taiwan became significant from February 2024, when patrols began operating regularly in waters around Kinmen following a fatal incident involving a Chinese speedboat, with Beijing asserting a right to conduct inspections there. The pattern was named the "Kinmen model" in May 2024 by a CCTV-affiliated media account, which reported an unnamed official saying off the record that it could be extended across the strait; Global Times wrote that the coast guard could refer to the model to establish normalised patrols where it judged Chinese fishermen's rights to have been infringed. Extension to Matsu or Penghu is an inference drawn by outside analysts rather than a PRC statement, and none of it has been applied to main-port traffic. Coast guard vessels also operated inside the Justice Mission-2025 joint exercise in late December 2025 — 13 detected on the first day and 15 on the second — which is the clearest documented case of the law-enforcement and military instruments being used together. Presence east of Taiwan was through early 2026 a reported pattern rather than an established one. That changed from June 2026, when a task group led by the cutter Daishan began standing patrols there, and on 4 July a second group led by the Xiushan was rotated in to continue them, with the service stating it would strengthen law enforcement in what it called China's jurisdictional waters. A named rotation is stronger evidence of intended continuity than a detection count, and this record now treats the pattern as established while noting that its duration remains open.

- The world's largest coast guard by tonnage, including very large cutters. Its principal advantage is categorical rather than material: presence framed as law enforcement makes a military response disproportionate and a non-response a tacit concession — a genuinely difficult problem to answer.

- Its effectiveness depends on the ambiguity being maintained; incidents involving injury or death carry escalation risk its framing cannot contain. Visible integration into military activity cuts the same way — the coast guard vessels that operated inside Justice Mission-2025 demonstrated reach and simultaneously spent some of the civilian framing that is the instrument's entire advantage. Vigil records patrol activity as officially reported and publishes no routes, patterns, schedules, vessel dispositions or contingent-level structure.

Regular patrolling and boarding activity conducted under a law-enforcement designation asserts that the waters concerned are subject to Chinese jurisdiction, which a naval vessel performing an identical act would assert less cleanly and at higher escalatory cost. The published authority has three layers. The 2021 Coast Guard Law authorises enforcement in "maritime areas under the jurisdiction of the People's Republic of China" and permits the use of weapons and the removal of foreign vessels. The Provisions on Administrative Enforcement Procedures for Coast Guard Agencies — Order No. 3, in force from 15 June 2024 — set out the procedure: boarding, inspection and detention of foreign vessels and persons suspected of breaching Chinese law in those waters, with detention reported at up to 30 days and up to 60 where a case is treated as complicated. Neither instrument defines the waters. That is the third layer, and analysts treat the vagueness as deliberate rather than accidental: by declining to use the UNCLOS categories of territorial sea and exclusive economic zone, the framework avoids stating a claim precise enough to be formally contested, while retaining discretion over where it applies. Taiwan's foreign ministry objected on 14 June 2024 that the provisions disregard UNCLOS, were announced unilaterally, and would affect navigation safety for international commercial and fishing vessels. Vigil describes what these instruments assert; it does not treat the assertion as established law. The pattern observed around Kinmen since February 2024 is routine, publicised and incremental: regular patrols, occasional inspection of vessels, and a claimed enforcement basis. The approach is not novel to this theatre — comparable methods are documented in the South China Sea — and its transferability is part of what makes it significant here. Answering it is structurally difficult: a military response to a law enforcement act escalates, and a law enforcement response concedes the framing that the waters are subject to competing jurisdiction.

The generalisation fails in two ways that matter. First, this describes OBSERVED practice: China does not publish coast guard doctrine, and nothing here should be read as summarising a document. Second, the observed activity has not extended to stopping, inspecting or turning back vessels bound for Taiwan's main ports — a limit that is real and that this record does not treat as evidence of anything about future scope. Its GEOGRAPHIC limit has moved: the pattern once confined to the outlying islands now includes acknowledged patrols east of Taiwan from July 2026, so this record separates the geography of presence, which has widened, from enforcement against commercial shipping, which has not. That second extension is listed in this module as an indicator to watch precisely because it has not occurred.
