Why it matters
This is the observable that distinguishes reach from control at town scale. Both organisations are cross-border by construction and can reach almost anywhere in the three states for a day; what neither has done is stay and govern, and an insurgency that governs is a different problem from one that raids — for the state, for the humanitarian system that counts the displaced, and for the question of what a peace would be with. The encirclement model is the intermediate case: not administration, not withdrawal, and the one the module watches for spreading.

Every window in which an incursion is not followed by administration is a finding about what the organisations are choosing not to do with the reach they demonstrably have, and the run of such windows is the difference between an insurgency and a proto-state.
