Notable history

A civilian agency under the Ocean Affairs Council, established in its modern form in 2000 by consolidating maritime policing functions. Its strategic significance rose sharply from February 2024, when China Coast Guard patrols began operating regularly in waters around Kinmen: the CGA became the service conducting Taiwan's most frequent direct interaction with Chinese state vessels, in a context deliberately framed as law enforcement rather than military confrontation.

Strengths

Provides a proportionate, non-military response option to non-military pressure — the correct instrument for a grey-zone challenge, and one that avoids escalating a coast guard encounter into a military one. Has expanded its larger-vessel capability over the past decade.

Limitations

Substantially outmatched in tonnage and numbers by its Chinese counterpart, and placed in the structurally difficult position of responding to sustained presence without either conceding jurisdiction or escalating. Legal ambiguity about the waters in question is precisely what the pressure exploits.
