Russia warns it may end the agreement that keeps Armenia's gas duty-free — Key Events — Caucasus

What happened

Russia's energy minister Sergei Tsivilyov wrote to Armenia, in a letter delivered by the Russian embassy in Yerevan on 27 May 2026, that Russia might suspend or unilaterally denounce the intergovernmental agreement of 2 December 2013 under which Russia supplies natural gas, petroleum products and rough diamonds to Armenia free of export duty. The letter gave Armenia's closer interaction with the European Union as the reason. Armenia's foreign ministry confirmed receipt and said the letter would be studied.

The duty exemption is the mechanism behind Armenia's low gas price, not a detail of it: the 2013 agreement removed Russia's export duty as Armenia turned toward the Russian-led customs union, and that is where the difference between the Armenian border price and prices elsewhere comes from. The letter therefore puts a price on EU alignment without touching a single cubic metre of supply. It is a warning, not a denunciation, and no step to act on it has been reported.
