روسيا تحذّر من أنها قد تنهي الاتفاق الذي يُبقي غاز أرمينيا معفى من الرسوم

كتب وزير الطاقة الروسي Sergei Tsivilyov إلى أرمينيا، في رسالة سلّمتها السفارة الروسية في يريفان في 27 مايو 2026، أن روسيا قد تعلّق أو تنقض من جانب واحد الاتفاق الحكومي الدولي المؤرخ في 2 ديسمبر 2013، الذي تزوّد روسيا بموجبه أرمينيا بالغاز الطبيعي والمنتجات النفطية والألماس الخام معفاةً من رسوم التصدير. وذكرت الرسالة تقارب أرمينيا مع الاتحاد الأوروبي سببًا لذلك. وأكدت وزارة الخارجية الأرمينية تسلّم الرسالة وقالت إنها ستُدرس.

The duty exemption is the mechanism behind Armenia's low gas price, not a detail of it: the 2013 agreement removed Russia's export duty as Armenia turned toward the Russian-led customs union, and that is where the difference between the Armenian border price and prices elsewhere comes from. The letter therefore puts a price on EU alignment without touching a single cubic metre of supply. It is a warning, not a denunciation, and no step to act on it has been reported.
