Minister energetyki Rosji Siergiej Cywilow napisał do Armenii w liście doręczonym przez ambasadę Rosji w Erywaniu 27 maja 2026 r., że Rosja może zawiesić lub jednostronnie wypowiedzieć umowę międzyrządową z 2 grudnia 2013 r., na mocy której dostarcza Armenii gaz ziemny, produkty naftowe i surowe diamenty bez cła eksportowego. Jako powód list podawał ściślejsze współdziałanie Armenii z Unią Europejską. Ministerstwo spraw zagranicznych Armenii potwierdziło otrzymanie listu i oświadczyło, że zostanie on przeanalizowany.
The duty exemption is the mechanism behind Armenia's low gas price, not a detail of it: the 2013 agreement removed Russia's export duty as Armenia turned toward the Russian-led customs union, and that is where the difference between the Armenian border price and prices elsewhere comes from. The letter therefore puts a price on EU alignment without touching a single cubic metre of supply. It is a warning, not a denunciation, and no step to act on it has been reported.
