The North Atlantic Council stated in May 2024 that Russia is conducting hybrid activities against Allies, naming seven of them.

National cases sit at very different rungs. An Estonian court convicted two men of arson and found the principal was tasked by Russian military intelligence; a Lithuanian court convicted an arsonist on a prosecutor’s attribution; a Czech court convicted one with no attribution at all; a Polish prosecutor charged a railway sabotage in absentia three days after the act. A parcel trial opened in Vilnius in April 2026 without a verdict; a German court in August 2026 convicted one man and acquitted two.

Why it matters

This is the pressure the module’s military layer does not address: a multinational brigade deters an armed attack and does not prevent an arson. The institutions that answer are national, civil and outside NATO’s command. The question tracks form and attribution together because the second is what distinguishes a crime from a campaign, and it arrives late or not at all.
