What happened

Harju County Court convicts two Moldovan nationals in July 2025 over arson attacks in January 2024 on a Tallinn restaurant and a store in Osula, and finds that the principal was tasked with the operation by Russian military intelligence. It follows a case closed in 2024 in which the same prosecutor's office stated that the organiser of a 2023–24 campaign against an Estonian minister, a journalist and war memorials had acted on GRU instruction; seven people were convicted in that case.

The highest rung any case on flank territory has reached. The distinction the module keeps is between a prosecutor asserting a foreign service's role and a court finding it: Estonia is where the second has happened, and it is the reference point against which every charge elsewhere is read.
