The coast guard lane widens — four areas on one day, Pratas with tracking off, Japanese ships shadowed

18 – 22 Oct 2026 Waters around Taiwan and Pratas

What happened

On 18 October 2026 Taiwan's Coast Guard Administration reported Chinese coast guard ships, research ships and a fishing flotilla operating the same day east of Hualien, south of Pingtung, south-west of Kaohsiung and around Pratas — twelve ships and four fishing boats in all. The research ship Tansuo-3 entered restricted waters east of Hualien; Beidiao 996 entered them south-west of Eluanbi and turned away after twelve warnings; Haiyang Dizhi 8 and a Chinese fishing boat interfered with a Taiwanese fishing boat south-west of Kaohsiung; and China Coast Guard 3301 and 3303 were driven out of the Pratas restricted waters at about noon, ending a standoff begun on 16 October. On 20 October China Coast Guard 3102, sailing with its AIS off, entered the restricted waters north-east of Pratas and told the shadowing Taiwanese cutter by radio that "your so-called Republic of China does not exist"; the coast guard counts twelve expulsions at Pratas in 2026, with fifteen ship-sorties. On 21 October the Taiwan Affairs Office said the coast guard's law-enforcement inspection patrols at Pratas are lawful performance of duty and announced no widening. From 06:00 on 22 October five China Coast Guard ships — 2304, 2305 and 2308 of the 3,000-tonne class, 2501 and 2502 of the 5,000-tonne class — followed eight Japan Coast Guard ships sheltering from Typhoon Champi along the strait's median line to waters south-west of Qimei, in Penghu, outside Taiwan's contiguous zone; on 23 October Taiwan's coast guard called on Beijing not to exploit the typhoon to create a false impression of jurisdiction. No boarding, inspection or closure area occurred, and no vessel bound for a main port was approached.

The week widened the geography of the coast guard lane and not its kind, and Vigil records it as one event because the three episodes are one pattern: jurisdiction asserted by presence and by language, on the Pacific side, at an outlying island and against another state's government ships in the strait, with none of the acts — boarding, inspection, a closure area — that would make presence enforcement. It is the widest single-day geography on the module's record and it left the threshold the coast guard question reads exactly where it was. The reading of the Japanese episode as a claim of jurisdiction is Taipei's; Beijing said nothing, and no Japanese statement was found. The event establishes nothing about a blockade rehearsal, which is the coast guard's interpretation, or about intent.
