Notable history
The headquarters was created in 1992 to coordinate the separate air defences of the Artesh and the Revolutionary Guard, and in August 2008 it was raised to an independent command with full authority over the relevant Artesh units and their equipment — the radars, missiles and guns that had until then belonged to the Air Force. It has always been commanded by a senior Artesh officer, and analysts single out air defence as the one function in which interoperability between the two militaries is documented rather than aspired to. That is why it is here: the module's air-and-missile-defence lane needs the organisation that owns the integrated picture, and the Artesh Air Defence Force alone is not it.
Strengths
A single national command for a function that in every other domain Iran runs twice; the institutional achievement is the coordination itself.
Limitations
Its authority over Guard units is the same contested question that runs through the whole Iranian structure, and the air campaigns of 2025 and 2026 — in which Israeli and United States aircraft operated over Iran with losses that neither side has established publicly — are the strongest available evidence about the system's performance, and this module does not convert that into a judgement.
