What happened
The Strategic Political and Defence Committee of the Makkah Alliance for Defense — Saudi Arabia, Türkiye and Pakistan — holds an emergency meeting in Riyadh on 5 October. Its joint statement, published by the Turkish and Pakistani foreign ministries and the Saudi Press Agency, says the committee decided to move immediately to the practical implementation of the collective-defence commitments and to provide the agreed military forces and capabilities and ensure their rapid deployment in the kingdom, in line with the approved arrangements and each party's national legislation. It appoints retired Lieutenant General Nauman Mahmood of Pakistan the alliance's first Secretary General for three years, and condemns the attempted targeting of Makkah and Madinah and the attacks on Saudi cities and facilities. On 6 October Pakistan's defence minister said Türkiye had a presence in theatre and that only Saudi troops were in combat; on 7 October Pakistan's military spokesman said Pakistani forces were already in the kingdom, as they had been for decades.
THE FIRST DECISION TAKEN IN THE AGREEMENT'S OWN NAME, AND IT IS A DECISION, NOT A DEMONSTRATED CONTRIBUTION. Until 5 October the agreement had produced statements, institutions on paper and one consultation of chiefs of staff. This statement commits the three governments, under the agreement, to provide forces and capabilities for rapid deployment in the kingdom, and refers to approved arrangements for doing so. What it does not do is name a force, a size, a mission, a command or a date, cite an invocation of the collective-defence clause, or publish the arrangements it refers to. Pakistani forces were in the kingdom before the agreement existed, under the 2025 bilateral instrument, so their presence alone does not show a contribution under this one. No source read attributes a specific deployment to the decision.
