- Notable history
- The State Border Service is a separate agency answering to the President, with its own troops, its own coast guard on the Caspian and its own aviation, and it has been a participant in the conflict rather than a bystander to it. It was the service that set up the checkpoint at the entrance to the Lachin corridor in April 2023, the step that completed the blockade of the Karabakh Armenian population five months before the September operation, and it now holds the frontier with Armenia that the 2020 outcome created — a border that is undelimited except in the Tavush sector. Any transit arrangement between the mainland and Nakhchivan through Armenian territory would run through crossings this agency controls, which is why the module treats it as a party to the delimitation and transit negotiations and not only as a border police.

The Lachin corridor blockade
Azerbaijani government-aligned activists, later replaced by a formal checkpoint, block the only road between Armenia and the remnant Armenian-populated zone of Karabakh. Food, fuel and medicine degrade over nine months despite ICJ provisional orders to reopen the route; Russian peacekeepers nominally responsible for the corridor do not reopen it.
