- Historique notable
- The State Border Service is a separate agency answering to the President, with its own troops, its own coast guard on the Caspian and its own aviation, and it has been a participant in the conflict rather than a bystander to it. It was the service that set up the checkpoint at the entrance to the Lachin corridor in April 2023, the step that completed the blockade of the Karabakh Armenian population five months before the September operation, and it now holds the frontier with Armenia that the 2020 outcome created — a border that is undelimited except in the Tavush sector. Any transit arrangement between the mainland and Nakhchivan through Armenian territory would run through crossings this agency controls, which is why the module treats it as a party to the delimitation and transit negotiations and not only as a border police.

- A well-resourced agency with the coast guard, aviation and mobile forces of a paramilitary rather than a police, and direct presidential subordination.
- Limites
- Its 2023 role at Lachin is the act most cited against Azerbaijan in the international record of the blockade and exodus, and it shapes how the agency is read by the other party to every crossing it would run. No strength, posts or dispositions are published.

Des militants azerbaïdjanais proches du gouvernement, remplacés ensuite par un point de contrôle officiel, bloquent la seule route entre l’Arménie et la zone restante du Karabakh peuplée d’Arméniens. La situation en matière de nourriture, de carburant et de médicaments se dégrade pendant neuf mois malgré les ordonnances conservatoires de la CIJ demandant la réouverture de la route ; les soldats de la paix russes, nominalement responsables du corridor, ne la rouvrent pas.
