以色列國會通過兩項法律，禁止聯合國近東巴勒斯坦難民救濟和工程處（UNRWA）在以色列主權領土內運作，並禁止以色列國家機關與該機構接觸。這兩項法律於2025年1月底生效。2025年12月的一項修正案將被禁止的「接觸」擴及UNRWA設施的電力、供水與銀行服務。
Israel's legislation turned UNRWA's operating status into a legal and humanitarian-access question in East Jerusalem, the West Bank and Gaza. Israel's position is that the agency is compromised; the ICJ in its October 2025 advisory opinion rejected Israel's neutrality allegations and found Israel obliged to facilitate relief including by UNRWA. Both are attributed.
