Abkhaz dependence on Russian budgetary support, energy and market access — existential, and repeatedly contested. Abkhazia abandoned an October 2024 investment agreement after protests, lost electricity and salaries until its leadership changed, and has legislated against foreign nationals in local office.
Russia in the Caucasus relied on economically by Abkhazia (de facto). A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

摘要
Abkhazia depends on Russia for public-sector salaries, electricity, market access and security, and the dependence has repeatedly been used. An investment agreement signed with Russia in October 2024, which would have extended preferences to Russian companies across tourism, agriculture, transport and gas supply, was abandoned by the de facto parliament after protests in Sukhumi; the de facto president Aslan Bzhania resigned in November 2024. Russia restored electricity supply in February 2025 and transferred funds for public-sector salaries; Badra Gunba, who had said in Moscow that the entity was prepared to reconsider the agreement's format, won the February– March 2025 election and took office on 2 April. In May 2026 a law barred foreign nationals from local politics. There is no Abkhaz equivalent of the South Ossetian treaty of deepened integration.
為何重要
This is the module's evidence that the two Georgian entities are not one case. Abkhazia refused terms that South Ossetia would accept in a more far-reaching form a year later, and the refusal cost it electricity and budget support until a leadership acceptable to Moscow was in place. Dependence and absorption are therefore separable, and the price of separating them is visible.

仍然未知的事項
- The scale of Russian budgetary transfers to the entity is not independently audited and the figures the de facto authorities publish cannot be verified.
- Whether the 2025 leadership change was caused by Russian pressure, and to what degree, is not established. The sequence is documented; the causation is not.
- The current status of the October 2024 investment agreement, and whether any reworked format has been agreed, is not clear from available reporting.
證據同樣支持的其他解讀
- Abkhaz resistance can be read as a durable political limit rooted in demographic anxiety about Russian property and residence rights, or as a bargaining position that raises the price of terms it will eventually accept. The 2025 sequence — refusal, cost, leadership change, stated willingness to reconsider the format — is consistent with both.
