Стислий виклад

Abkhazia depends on Russia for public-sector salaries, electricity, market access and security, and the dependence has repeatedly been used. An investment agreement signed with Russia in October 2024, which would have extended preferences to Russian companies across tourism, agriculture, transport and gas supply, was abandoned by the de facto parliament after protests in Sukhumi; the de facto president Aslan Bzhania resigned in November 2024. Russia restored electricity supply in February 2025 and transferred funds for public-sector salaries; Badra Gunba, who had said in Moscow that the entity was prepared to reconsider the agreement's format, won the February– March 2025 election and took office on 2 April. In May 2026 a law barred foreign nationals from local politics. There is no Abkhaz equivalent of the South Ossetian treaty of deepened integration.

This is the module's evidence that the two Georgian entities are not one case. Abkhazia refused terms that South Ossetia would accept in a more far-reaching form a year later, and the refusal cost it electricity and budget support until a leadership acceptable to Moscow was in place. Dependence and absorption are therefore separable, and the price of separating them is visible.
