The 2026 war damaged southern Lebanon again, with no World Bank assessment yet published. The World Bank's LEAP programme covers only 2023–24 damage and has $0 of $455m for reconstruction works. That financing does not reach 2026 damage is plausible, not a measured gap.

The exposed asset is the housing, public lifelines and local infrastructure of southern Lebanon, already damaged in the 2023–2024 conflict. The World Bank's Rapid Damage and Needs Assessment of 7 March 2025, covering 8 October 2023 to 20 December 2024, put reconstruction and recovery needs at $11bn and the economic cost at $14bn ($6.8bn damage and $7.2bn losses).

The 2026 war damaged the south again, and its scale has not been assessed: no World Bank damage assessment covering the 2026 war had been published by 12 October 2026, and the Bank's Lebanon Economic Monitor of 21 August 2026 projects GDP falling 6.4 per cent in 2026 but gives no damage figure. Prime Minister Nawaf Salam told Parliament on 15 September 2026 that the war's direct cost was "$3–4bn so far", citing a preliminary World Bank estimate that has not been published; that is his claim and is not added to the 2025 assessment. Israeli forces hold a zone up to about 10 km deep covering about 55 villages, according to the UN Secretary-General's report S/2026/566.

The exposure is the reconstruction financing itself. The World Bank's Lebanon Emergency Assistance Project (LEAP), per its FAQ of 17 February 2026, is a $1bn framework of which $250m is available, implemented by the Council for Development and Reconstruction; its reconstruction-works component has $0 of a planned $455m, and only damage from the conflict that began in October 2023 and continued through 2024 is eligible, so the 2026 war lies outside its scope unless the project is restructured. Areas not cleared of explosive remnants by the Lebanese army are ineligible. The EU announced a €505m package for 2026–27 in September 2026, covering reform, recovery, security and border management rather than reconstruction works alone. No 2026 international reconstruction conference and no Saudi or Qatari reconstruction pledge was found.

- Portée économique plus largeExposition plausible
Vigil's assessment is that the financing that exists does not reach the damage of 2026, and that the money that might is conditioned politically: the Trilateral Framework of 26 June 2026 commits Lebanon to keep reconstruction funds from non-state armed groups, ties new US assistance to verifiable milestones, and places reconstruction in each pilot zone after verified disarmament. Reconstruction thus becomes an instrument of the disarmament sequence as much as a recovery programme. Graded plausible: the gap between needs and funds cannot be measured while the 2026 damage is unassessed. In Gaza too, under S/2026/418, full reconstruction is sequenced behind verified demilitarisation, and no disbursement figure for the reconstruction trust fund has been found.
Un mécanisme que Vigil évalue comme probable ; non documenté comme s’étant produit.

Ce qui reste inconnu
- No World Bank assessment of the 2026 war has been published. Salam's "$3–4bn so far" direct cost cites an unpublished World Bank preliminary estimate; his $4–5bn of indirect losses names no source; his figure of more than $20bn, possibly over $27bn, for both wars is a total cost, not a reconstruction need.
- Hezbollah runs a parallel compensation channel whose 2026 state is disputed. Reuters reported on 7 October 2026, citing two unnamed sources, that Hezbollah received $200m from Iran in September 2026 to aid displaced families; a State Department spokesman said the money "is not there". Residents reported in August 2026 that no damage compensation had been paid for the 2026 war. None of this is verified. On 13 October 2026 Ali Daamouch, head of Hezbollah's Executive Council, announced compensation for households whose homes were destroyed or made uninhabitable and for residents of Israeli-held southern areas: up to $14,000 in Beirut and its southern suburbs and $12,000 elsewhere, in four instalments over a year, according to AFP. It is an announcement: no payment has been confirmed and the funding source was not stated.
- A 2025 announcement of a LEAP increase from $250m to $400m was a preliminary approval; no Board approval of additional financing was found as of October 2026.
- No 2026 figure for housing units destroyed, rubble cleared, or Council for Development and Reconstruction disbursement was found.
Lectures que les éléments permettent aussi
- The absence of reconstruction money for the south can be read as deliberate conditionality — funds held until disarmament is verified, as the Framework sets out — or as donor caution about Lebanon's unreformed banking sector (France's foreign minister put banking reform before reconstruction money in February 2026) and its debt, which the World Bank calls unsustainable, with restructuring talks not begun. The readings are not separable in the record.
