- Broad area of activity
- Peacetime: western Siberia, from Novosibirsk. Wartime: the Chernihiv and Kyiv axes in 2022 and the Svatove–Kreminna line in Luhansk oblast since, by ISW's tracking. No disposition is authored.
- Notable history
- Re-formed in December 1998 from the headquarters of the Siberian Military District at Novosibirsk, and moved across the country twice for this war: to Belarus and the tripartite border in February 2022, from which its brigades advanced on Chernihiv and toward Kyiv, and after the March 2022 withdrawal to the Luhansk front, where the army has been tracked on the Svatove–Kreminna line since 2023. The northern operation cost it heavily and publicly — its deputy commander was among the generals reported killed in the first weeks — and the army was reconstituted before its second commitment.
- Strengths
- A standing army headquarters with a full artillery and support structure, and a long stretch of one sector since 2023, which has given its brigades positional familiarity few Russian formations have.
- Limitations
- Fights further from home than almost any Russian army; was rebuilt after 2022 with mobilised manpower; and the peacetime tree here is not the wartime grouping. Nothing below the army is authored.
