In brief
The eastern division commanded by Abu Hatem Shaqra, whose Turkish-backed Ahrar al-Sharqiya faction carries the abuse record of the 2019 Peace Spring operation — assigned to Raqqa, Deir ez-Zor and Hasakah, the region its fighters come from and the region the January 2026 fighting brought to the state.

Notable history
Ahrar al-Sharqiya was the faction of displaced easterners inside the Syrian National Army, and it was designated by the United States in 2021 for abuses during the 2019 Turkish operation — including the killing of the Kurdish politician Hevrin Khalaf. Its commander, Ahmad al-Hayes, known as Abu Hatem Shaqra, now commands the 86th Division, which the compilations assign to the east under the eastern corps and which analysts cite alongside the 62nd and 70th as the model of a division deployed to its fighters' region of origin. In this case the region is the one whose Kurdish-led administration the faction fought and whose Arab tribal territory passed to state control in January 2026.
Strengths
Local origin in the territory it holds, and the state's authority behind a formation that had operated as a proxy.
Limitations
A commander and a lineage designated for abuses against the very communities now under the division's area, which is the transition's accountability problem in one record. No strength or basing is published.
Lineage & institutional history
Predecessors: Turkish-backed Syrian factions (SNA lineage) · Ahrar al-Sharqiya (SNA)
