- Broad area of activity
- North-western Russia from the Baltic exclave and the Finnish border to the Arctic coast. Its formations have fought in Ukraine, but its orientation is NATO's northern flank. Nothing about dispositions is authored.
- Notable history
- Abolished into the Western Military District in 2010 and re-established in February 2024 as the other half of that district's split, with an orientation the ministry stated openly: Finland's and Sweden's accession to NATO. The 6th Combined Arms Army is its peacetime formation; the Northern Fleet's ground forces and the Baltic exclave's garrison sit beside it in the same strategic direction. Much of the district's peacetime strength has been committed to Ukraine since 2022 — the Kharkiv axis of 2024 was staffed in part from its formations — and the district's rebuilding is the structural change Russia's northern neighbours watch.
- Strengths
- A defined strategic direction, a Baltic and Arctic base structure, and the priority that the 2024 re-creation signalled.
- Limitations
- Hollowed by the war it was not created for: its formations are in Ukraine, and the northern orientation exists more in the decree than in the order of battle. Structure below the army is not authored.

Lineage & institutional history
Re-established 2024 when the Western Military District was split back into the Moscow and Leningrad districts.
Key events
Russia re-establishes the Moscow and Leningrad military districts
A decree signed on 26 February 2024 and effective from 1 March re-creates the Moscow and Leningrad military districts out of the Western Military District. The stated Leningrad district territory includes Karelia, Komi, the Murmansk, Arkhangelsk, Vologda, Kaliningrad, Leningrad, Novgorod and Pskov oblasts, the Nenets autonomous okrug and St Petersburg. The Northern Fleet's own military-district status, held since 2021, ends on the same date and fleet operational subordination passes to the Navy's main command.
