- North-western Russia from the Baltic exclave and the Finnish border to the Arctic coast — the decree lists Karelia, Komi, the Murmansk, Arkhangelsk, Vologda, Kaliningrad, Leningrad, Novgorod and Pskov regions, the Nenets district and St Petersburg. Its formations have fought in Ukraine, but its orientation is NATO's northern flank. Nothing about dispositions is authored.

- Abolished into the Western Military District in 2010 and re-established by decree of 26 February 2024, effective 1 March, as the other half of that district's split, with an orientation the ministry stated openly: Finland's and Sweden's accession to NATO. The same reform ended the Northern Fleet's status as a military-district-level joint command and passed operational control of the fleets to the Navy's own command, so the district is a ground and territorial echelon beside a fleet it does not command. The 6th Combined Arms Army is its peacetime formation, and the Estonian assessment for 2026 records a UAV regiment being raised under the district's direct command. Much of the district's peacetime strength has been committed to Ukraine since 2022 — the Kharkiv axis of 2024 was staffed in part from its formations — and the district's rebuilding is the structural change Russia's northern neighbours watch.
