Russia re-establishes the Moscow and Leningrad military districts — Key Events — NATO Eastern Flank

What happened

A decree signed on 26 February 2024 and effective from 1 March re-creates the Moscow and Leningrad military districts out of the Western Military District. The stated Leningrad district territory includes Karelia, Komi, the Murmansk, Arkhangelsk, Vologda, Kaliningrad, Leningrad, Novgorod and Pskov oblasts, the Nenets autonomous okrug and St Petersburg. The Northern Fleet's own military-district status, held since 2021, ends on the same date and fleet operational subordination passes to the Navy's main command.

This is the Russian structural change that faces the module directly: it re-creates a command whose declared territory runs from the Finnish border to Kaliningrad, which is the same frontage the flank's northern two-thirds looks at. Two of the module's four reused Russian records — the Leningrad district and, through it, the 6th Combined Arms Army — are records of this decision.
