Notable history
The fourth district is the Caspian one. Compiled accounts describe it as the navy's main training base as much as an operational command, with a small force suited to a closed sea whose only other naval power of consequence is Russia's Caspian Flotilla. It is in this atlas because a record of the Artesh Navy's districts that omitted it would misdescribe the service, not because the module's system reaches the Caspian.
Strengths
A sea in which Iran faces no superior naval opponent, and a training function that supplies the other three districts.
Limitations
Landlocked in every sense that matters to this module; nothing that sails from it can reach the Gulf. No vessels or dispositions are recorded.
