- The fourth district is the Caspian one. Compiled accounts describe it as the navy's main training base as much as an operational command, with a small force suited to a closed sea whose only other naval power of consequence is Russia's Caspian Flotilla. It is in this atlas because a record of the Artesh Navy's districts that omitted it would misdescribe the service, not because the module's system reaches the Caspian.
