Summary

Saudi Arabia has been a member of the Gulf Cooperation Council since its establishment in 1981, alongside the other five Gulf Arab states. Membership is institutional rather than operational: it carries the Council's charter, its Joint Defence Agreement — under which an attack on one member is treated as an attack on all — and its collective diplomatic machinery. Saudi Arabia is the Council's largest member and its host state. In August 2026 it signed a joint defence agreement in Mecca with Türkiye and Pakistan — neither a member — which is the clearest instance of the pattern this module tracks: Gulf security arrangements forming alongside the institution built for them rather than inside it.

Why it matters

The Council is the institution the Gulf states built for the circumstances of 2026, and the war is the first full test of it. Recording membership as a standing structure, separately from each state's own conduct, is what lets the module show the gap between a commitment that was reaffirmed and a capability that leaders themselves said still needed building.

  • The Joint Defence Agreement's date, text and invocation procedure have not been read from a primary source. What is established is that members describe it as treating an attack on one as an attack on all.
  • In August 2026 GCC leaders called for faster military integration and a shared ballistic-missile early-warning system. Vigil reads a call for integration as evidence that integration is incomplete, and records no assessment of what collective capability exists.
