Gulf Cooperation Council

The Gulf Cooperation Council is the institution the six Gulf Arab states built for exactly the circumstances of 2026, and the war has tested it. Its Joint Defence Agreement treats an attack on one member as an attack on all, and members have reaffirmed that commitment repeatedly; Bahrain drafted the March 2026 Security Council resolution on the Council's behalf. But the same period produced an emergency summit calling for faster military integration and a shared ballistic-missile early-warning system — which is evidence that integration does not yet exist — alongside a member's withdrawal from OPEC and a separate defence agreement signed by Saudi Arabia outside the GCC entirely. The commitment has held rhetorically; the capability has not been assembled.

An institution, not a bloc position

The module groups the six states by membership of this body and never by alignment. Their responses to the war have differed materially — the United Arab Emirates hardened, Saudi Arabia pressed de-escalation, Qatar and Oman ran the mediation — and each actor record states its own position. Reading GCC membership as a shared stance would misdescribe the most interesting thing about the Gulf's 2026.

What the Council did do

Acting collectively, the members took the attacks on their territory to the Security Council and obtained a resolution condemning them, affirming the right of collective self-defence, and condemning interference with navigation through Hormuz and Bab el-Mandeb. That is a real institutional achievement and it is separate from the question of military integration.

Arrangements forming outside it

In August 2026 Saudi Arabia signed a joint defence agreement in Mecca with Türkiye and Pakistan — states outside the Council. Vigil records that this happened and does not infer from it that the GCC is being replaced; whether extra-institutional arrangements displace or supplement the Council is a question the module tracks rather than answers.
