In brief

Notable history

Azerbaijan received a share of the Soviet Caspian Flotilla at the 1992 division and built from it a small navy of patrol vessels, minesweepers and coastal craft, with the coast guard of the State Border Service beside it. Its geography sets its task: the offshore fields of the Azeri– Chirag–Gunashli complex and the Shah Deniz gas field are the state's economic base, and the ferry and container lanes to Aktau and Turkmenbashi are the Caspian crossing of the Middle Corridor that Europe's Central Asian trade has come to depend on. The navy has never fought; its relevance is the infrastructure it watches and the sea it shares with Russia's Caspian Flotilla, the only serious naval force on the water and the one that fired cruise missiles from it into Syria in 2015 and into Ukraine after 2022.

Strengths

A defined task — platforms and lanes — on a sea with no strait to be closed by anyone else, and a coast guard partner for policing.

Limitations

A small, ageing force on a sea dominated by Russia, whose flotilla could reach any Azerbaijani offshore asset at will; the navy exists in the shadow of that fact. No hulls, dispositions or readiness are published.
