Four EAEU presidents ask Armenia to choose between the Union and the EU — Key Events — Caucasus

What happened

Meeting in Astana on 29 May 2026, the presidents of Russia, Belarus, Kazakhstan and Kyrgyzstan adopted a joint statement calling for a nationwide referendum in Armenia "within the shortest possible timeframe" on EU accession or continued membership of the Eurasian Economic Union, and tasked their representatives with reporting to the Supreme Council in December 2026 on the possible consequences of suspending the application of the Treaty on the Eurasian Economic Union with respect to Armenia. Armenia was represented by a deputy prime minister and did not join the statement.

It moves the question of Armenia's economic alignment from ministers' remarks into the Union's own procedure, with a date attached. The Treaty lets a member withdraw on twelve months' notice and contains no procedure for suspending one, so what the December report can lead to is unsettled; what is settled is that the other members, not Armenia, have opened the question. Armenia's prime minister called the statement a friendly gesture and has said Armenia will remain a member until a choice is unavoidable.
