Around twenty-three million people live on the island, overwhelmingly on the western coastal plain. Roughly ninety-six to ninety-seven per cent of primary energy is imported, and food self-sufficiency is roughly thirty to thirty-five per cent. Water, sanitation, health services and communications all depend on electricity, and electricity depends on imported fuel. These are published figures, not estimates, and they describe the present rather than any scenario.

Taiwan's civil-defence and emergency arrangements exist and are exercised annually, and they were built around typhoons, earthquakes and landslides rather than around any security contingency. What can be said firmly is narrower — the dependencies are documented, the civil-defence structures are real but designed for a different hazard class, household preparedness is uneven, and the outlying islands have less margin than the main island.
