Around twenty-three million people live on the island, overwhelmingly on the western coastal plain. Roughly ninety-six to ninety-seven per cent of primary energy is imported, and food self-sufficiency is roughly thirty to thirty-five per cent. Water, sanitation, health services and communications all depend on electricity, and electricity depends on imported fuel. These are published figures, not estimates, and they describe the present rather than any scenario.

Named as worth watching rather than asserted, and deliberately without numbers: this module publishes no casualty projection, no displacement estimate, no shortage timeline and no evacuation figure, because responsible public evidence supports none of them and supplying them would manufacture false precision about people's lives. What can be said firmly is narrower — the dependencies are documented, the civil-defence structures are real but designed for a different hazard class, household preparedness is uneven, and the outlying islands have less margin than the main island.
