    Around twenty-three million people live on the island, overwhelmingly on the western coastal plain. Roughly ninety-six to ninety-seven per cent of primary energy is imported, and food self-sufficiency is roughly thirty to thirty-five per cent. Water, sanitation, health services and communications all depend on electricity, and electricity depends on imported fuel. These are published figures, not estimates, and they describe the present rather than any scenario.

    Taiwan's civil-defence and emergency arrangements exist and are exercised annually, and they were built around typhoons, earthquakes and landslides rather than around any security contingency. Those hazards produce real disruption every year: routes closed, eastern communities isolated, services interrupted. Since 2022 the same structures have been extended toward broader preparedness, alongside a substantial public commitment to grid hardening. The system therefore has genuine operational experience of short-duration disruption from natural causes and none of anything else.

The outlying islands are separately and more acutely exposed, as the cable incidents demonstrated. Household preparedness levels are publicly discussed in Taiwan and are generally assessed as uneven.

    What any sustained interruption would mean for the civilian population is not documented and Vigil does not assert it. Named as worth watching rather than asserted, and deliberately without numbers: this module publishes no casualty projection, no displacement estimate, no shortage timeline and no evacuation figure, because responsible public evidence supports none of them and supplying them would manufacture false precision about people's lives. What can be said firmly is narrower — the dependencies are documented, the civil-defence structures are real but designed for a different hazard class, household preparedness is uneven, and the outlying islands have less margin than the main island. A reader wanting more than that should be told that more than that is not known.

  • Reserve holdings on any given date are not published, so actual civilian tolerance for an interruption cannot be stated.
  • Civil-defence capacity is documented unevenly; published exercise reporting is a partial guide to actual capability.
  • Household preparedness is assessed from survey work of varying quality and is not systematically measured.

  • Taiwan's civil-defence arrangements can be read as a substantial existing base that a security contingency would build on, or as structures designed for short natural-hazard disruption that do not transfer to a sustained interruption of supply. Both are argued in Taiwan's own policy debate and the exercise record supports each in part.
  • Uneven household preparedness can be read as complacency, as rational behaviour given that the scenario has never occurred, or as a reflection of the same political division that runs through the defence debate. Survey work does not separate them.
