Around twenty-three million people live on the island, overwhelmingly on the western coastal plain. Roughly ninety-six to ninety-seven per cent of primary energy is imported, and food self-sufficiency is roughly thirty to thirty-five per cent. Water, sanitation, health services and communications all depend on electricity, and electricity depends on imported fuel. These are published figures, not estimates, and they describe the present rather than any scenario.

Taiwan's civil-defence and emergency arrangements exist and are exercised annually, and they were built around typhoons, earthquakes and landslides rather than around any security contingency. Those hazards produce real disruption every year: routes closed, eastern communities isolated, services interrupted. Since 2022 the same structures have been extended toward broader preparedness, alongside a substantial public commitment to grid hardening. The system therefore has genuine operational experience of short-duration disruption from natural causes and none of anything else.
