Two processes operate continuously. Physical demarcation — fencing, signage and marker placement — has progressed since 2008 and has in documented instances placed specific fields, properties and access roads on the opposite side of the line, with no mechanism available to residents to contest it. Separately, crossing points have been closed and restricted, particularly on the Abkhaz line, and detentions of people crossing or near the lines recur and have occasionally been fatal. The EU monitoring mission documents all of this from the Tbilisi-administered side, which is the only side it can stand on: its mandate covers the whole of Georgia and the de facto authorities have denied it entry throughout. What happens to people on the other side of the lines is correspondingly the part of this chain with the least evidence behind it.

The civilian conditions exposed are specific rather than general. Agricultural land and water sources become inaccessible to the households that farm them, which is an income loss in rural communities with limited alternatives. Crossing closures cut residents off from pension payments, medical care and family, and the populations most affected are those least able to travel further — the elderly in particular. Detention risk falls on people whose land or routine takes them near an unmarked line. These are documented, current effects rather than assessments.

The plausible significance is a slow, cumulative depopulation of the communities alongside the lines, driven by conditions rather than by any event. Each individual marker movement, closure or detention is small; the aggregate over eighteen years is a set of villages where farming is harder, services are further away and younger residents have left. Vigil grades this plausible rather than documented because no systematic study tracks population change in the boundary communities specifically, and because rural depopulation across Georgia has other drivers that published data does not separate from this one. What is documented is the mechanism; what is assessed is its cumulative effect.

- Marker movement can be read as deliberate incremental pressure or as routine demarcation of a line whose position was never precisely agreed. The monitoring mission documents effects without attributing intent, and this record follows that practice.
