Two processes operate continuously. Physical demarcation — fencing, signage and marker placement — has progressed since 2008 and has in documented instances placed specific fields, properties and access roads on the opposite side of the line, with no mechanism available to residents to contest it. Separately, crossing points have been closed and restricted, particularly on the Abkhaz line, and detentions of people crossing or near the lines recur and have occasionally been fatal. The EU monitoring mission documents all of this from the Tbilisi-administered side, which is the only side it can stand on: its mandate covers the whole of Georgia and the de facto authorities have denied it entry throughout. What happens to people on the other side of the lines is correspondingly the part of this chain with the least evidence behind it.
