The restrictions are stated as phytosanitary and veterinary, and are recorded here as Russia states them. They are also the channel through which Russia's economic weight over Armenia is exercised without any security instrument: Russia has been Armenia's largest trading partner, the bans followed the June election in sequence, and reporting described them as an economic pressure campaign. Vigil records the measures and both characterisations and adopts neither. What they establish is that the Armenian–Russian relationship now has a live economic lever alongside gas supply and the Gyumri base, and that it is the lever that has actually been pulled.
