Ce qu’a été cette campagne

The negotiated reintegration of the Kurdish-led northeast: agreed in March 2025, stalled, collapsed into fighting in January 2026, and re-founded on harder terms on 30 January. The military file is moving and the civilian files are not, so the measure is constitutionalisation rather than signature.

This is the largest single question in the module and the one on which the transition's inclusiveness will be measured. It decides whether Syria emerges as a state that accommodated a decade of minority self-administration or one that absorbed it; whether the detention and camp system left by the caliphate passes to a capable authority; whether the oil, grain and water of the east are shared or captured; and whether Türkiye's core demand is satisfied by implementation rather than by signature. It is also the clearest test in this module of the difference between an agreement and a settlement.

Synthèse

The Kurdish-led northeast built its own armed forces, administration, schools, courts and internal security over a decade of de facto autonomy earned in the war against ISIS. Its reintegration into the Syrian state was first agreed in a framework signed in March 2025, which then stalled through the rest of the year. In early January 2026 the file collapsed into fighting, and on 30 January a US-brokered agreement re-founded it on terms the SDF's commander conceded fell short of Kurdish aspirations: phased integration of SDF formations into the Ministry of Defence, transfer of border posts, oil fields and heavy infrastructure to state control, and government deployment into the north-eastern cities. The United States completed its military withdrawal by April 2026. Implementation has proceeded by file: the military arrangements first, with the judiciary, education, internal-security integration and constitutional guarantees for Kurdish rights still open.

A comprehensive US-brokered agreement set phased integration of SDF formations into the Ministry of Defence, transfer of border posts, oil fields and heavy infrastructure to state control, and government deployment into the north-eastern cities. Syrian and US officials framed it as national unity; Kurdish actors and protesters characterised it as coerced.

Government forces and interior-ministry units deployed into the north-eastern cities and the military file advanced — divisions named, commanders taking posts. The judiciary, education, internal-security integration, returns and constitutional guarantees remain open. The United States completed its withdrawal by April 2026.

Août 2026 Confiance : modérée

Declared complete, and contested in the same breath

The transfer reached the population in August 2026. The first organised return convoy to Ras al-Ain on 10 August was followed by violence against returnees, protests in Kobani and Hasakah in which crowds entered government buildings and removed Syrian flags, a curfew, and then an ad-hoc understanding reached on 13 August between the SDF commander, a presidential envoy and a corps commander. Türkiye removed a former YPG commander now serving as assistant defence minister from its most-wanted list on 14 August, the first time it applied its own integration test to a named person. On 20 August Mazloum Abdi declared the institutional integration phase complete; Damascus welcomed the statement as an acknowledgement of the SDF's dissolution while cautioning that implementation on the ground was not finished, and reporting in the same period described Hasakah province as still under a divided administration. A gas export pipeline in the same province — infrastructure transferred to the state under the agreement — was sabotaged on 18 August.

Issue et situation actuelle

Ongoing, with the military file advancing and the civilian files open. State administration has extended into the north-eastern cities, the border posts and the resource infrastructure have transferred, and SDF formations are being incorporated into the Ministry of Defence. What has not been settled is what the module treats as the actual question: constitutional guarantees for Kurdish rights, the judiciary and education files, the merger of internal security, and whether the revenue-sharing arrangement performs in both directions. Integration without constitutionalisation manages the question rather than resolving it.

Adaptations observées

  • A shift from framework-and-principles agreements to a detailed, externally brokered instrument with named formations and sequenced transfers, after the first framework failed on precisely the mechanisms it had deferred.

Implications politiques

Whether Kurdish rights are constitutionalised or only administered is the difference between a settlement and a deferral, and it is the single clearest test of the transition's inclusiveness.

Implications militaires

A phased incorporation of formations that spent a decade under a different command culture is the security sector's largest integration task, and it runs in parallel with the vetting problem inherited from 2025.

Implications économiques

The transfer of oil fields, grain procurement and border posts moves the east's revenue base to the state; whether revenue returns is the bargain's real test.

Implications humanitaires

Custody of the detention and camp system passes toward a state whose capacity for it is untested, with repatriation still stalled and access disrupted around the transfer of control.

  • The composition, size and command arrangements of the integrating formations are not published in a form this module can state, and no figure for the forces involved on either side is asserted anywhere here.
  • The full terms of the 30 January 2026 agreement are reported through official summaries and press accounts of varying completeness; where the text and the reporting differ, this record follows the published terms and says so.
  • Whether the January 2026 fighting was initiated by design on either side, or escalated from a local incident, is not established, and the record makes no attribution.
  • Repatriation and camp-population figures moved during the transfer of control and are not currently reported on a consistent basis.

Lectures que les éléments permettent aussi

  • The Kurdish-led side's acceptance of harder terms can be read as the direct consequence of the January fighting, as the consequence of the US withdrawal decision removing its guarantee, or as a judgement that institutional protection was worth more than a deteriorating bargaining position. These are not mutually exclusive and the reporting does not separate their weight.
  • Slow progress on the civilian files can be read as deliberate deferral by Damascus, as genuine administrative incapacity on both sides, or as the ordinary pace of merging two ten-year-old institutional systems. The outcomes to date are consistent with all three.
